Positionspapier: Protest gegen die Streichung der Grundbildung aus der IZA-Strategie 2025-2028<\/span><\/b>\u00a0<\/span><\/p>

\u00a0<\/span><\/p>

Das RECI <\/span>ist das Schweizer Netzwerk f\u00fcr Bildung und internationale Zusammenarbeit. Mit seinen 40 Mitgliedern \u2013 Schweizer gemeinn\u00fctzige Organisationen, akademische Institutionen, Stiftungen und Fachpersonen \u2013 setzt sich das RECI f\u00fcr das Recht auf qualitativ hochwertige Bildung und lebenslanges Lernen f\u00fcr alle Menschen weltweit ein.<\/span>\u00a0<\/span><\/p>

Wir danken dem Parlament f\u00fcr das klare Bekenntnis f\u00fcr eine umfassende Bildungsfinanzierung in der Debatte Ende 2024. Es war ein ermutigendes Signal, dass die Schweiz weiterhin auf eine wirkungsvolle und nachhaltige Internationale Zusammenarbeit setzt \u2013 als echte Investition in menschliche Entwicklung und globale Stabilit\u00e4t und nicht als rein symbolische Geste.\u00a0<\/span>\u00a0<\/span><\/p>

Umso mehr sorgen die j\u00fcngsten Entscheidungen des Bundesrats, so wie sie in der <\/span>Pressemitteilung vom 29. Januar 2025<\/span><\/a> dargelegt wurden, f\u00fcr Unverst\u00e4ndnis und tiefe Besorgnis. Mit dem Beschluss, <\/span>die Grundbildung aus der IZA-Strategie zu streichen<\/span><\/b>, untergr\u00e4bt die Schweiz die Grundlagen ihrer eigenen Entwicklungszusammenarbeit.<\/span>\u00a0<\/span><\/p>

Der Entscheid widerspricht nicht nur anerkannten Prinzipien f\u00fcr wirksame <\/span>Internationale Zusammenarbeit, sondern<\/span> und auch den Kriterien, die die DEZA in den letzten Jahrzehnten mit ihnen Partnern sorgf\u00e4ltig etabliert hat.\u00a0<\/span>\u00a0<\/span><\/p>

\u00a0<\/span><\/p>

Wir fordern den Bundesrat und das EDA auf, <\/span><\/b>die Vorgaben des Parlaments einzuhalten und eine koh\u00e4rente Strategie vorzulegen, die Bildung im Sinne von SDG 4 als Ganzes f\u00f6rdert und den eigenen Prinzipien f\u00fcr eine wirksame Internationale Zusammenarbeit folgt.<\/span><\/b>\u00a0<\/span><\/p>

\u00a0<\/span><\/p>

Begr\u00fcndung f\u00fcr unsere Forderung:<\/span><\/b>\u00a0<\/span><\/p>

Das Communiqu\u00e9 <\/span>\u201cEntwicklungszusammenarbeit: EDA und WBF setzen Parlamentsbeschl\u00fcsse um\u201d<\/span><\/a> n<\/span>ennt die Kriterien f\u00fcr die Umsetzung der <\/span>Budgetk\u00fcrzungen wie folgt:\u00a0<\/span>\u00a0<\/span><\/p>

  1. Effizienz steigern<\/span>\u00a0<\/span><\/li><\/ol>
    1. Priorit\u00e4ten setzen mit Fokus auf Mehrwert und Wirkung<\/span>\u00a0<\/span><\/li><\/ol>
      1. Pr\u00e4ferenz f\u00fcr Sektoren mit langj\u00e4hriger Erfahrung.<\/span>\u00a0<\/span><\/li><\/ol>

        Die Streichung der Grundbildung steht jedoch in eklatantem Widerspruch zu all diesen Kriterien. <\/span>\u00a0
        \u00a0<\/span><\/p>

        Grundbildung ist die Basis und Voraussetzung f\u00fcr Berufsbildung und Bildung in Notsituationen<\/span><\/b>\u00a0<\/span><\/p>

        Das erw\u00e4hnte Communiqu\u00e9 bezeichnet Grundbildung als \u201cUnterthema\u201d der Bildung \u2013 eine Sichtweise, die die Realit\u00e4t verkennt. Kurz gesagt kann ohne solide Grundbildung, also grundlegende F\u00e4higkeiten wie Lesen, Schreiben und Rechnen sowie Sozialkompetenz, keine erfolgreiche Berufsbildung stattfinden (f\u00fcr eine ausf\u00fchrliche Erl\u00e4uterung der Zusammenh\u00e4nge verweisen wir gerne auf unse<\/span>r <\/span>Positionspapier von 2023<\/span><\/a>)<\/span>.<\/span>\u00a0<\/span><\/p>

        Ebenso sind Staaten ohne ein funktionierendes Grundbildungssystem nicht in der Lage, Bildung in Krisensituationen zu gew\u00e4hrleisten. Gerade in Krisensituationen liegt der erste Fokus schliesslich auf der Grundbildung und Bildung in Krisensituationen muss immer auf den Bildungssystemen vor Ort aufbauen. <\/span>Die Streichung der Grundbildung entspricht somit einer radikalen, ja, absurden Amputation, bei der ein Arm und ein Bein gerettet werden sollen, indem lebenswichtige Organe geopfert werden.\u00a0<\/span>\u00a0<\/span><\/p>

        \u00a0<\/span><\/p>

        Wirkung, Mehrwert und langj\u00e4hrige Erfahrung der Schweiz\u00a0<\/span><\/b>\u00a0<\/span><\/p>

        Das Communiqu\u00e9 argumentiert, dass die Schweiz aufgrund unseres erfolgreichen dualen Bildungssystems einen besonderen <\/span>Mehrwert<\/span><\/b> in der Berufsbildung einbringt. Doch der Erfolg der Schweizer Berufsbildung ist nur mit einer auf die Berufsbildung abgestimmten Grundbildung m\u00f6glich. Auch in der Entwicklungszusammenarbeit ist eine <\/span>gute <\/span>Grundbildung Voraussetzung f\u00fcr wirksame Arbeit<\/span><\/b> in den Bereichen Berufsbildung und Bildung in Notsituationen.<\/span><\/b>\u00a0<\/span><\/p>

        Die Schweizer Entwicklungszusammenarbeit hat, wie die DEZA in ihrem <\/span>Rechenschaftsbericht<\/span><\/a> 2024 unterstreicht, dank ihrem <\/span>langj\u00e4hrigen Engagement<\/span><\/b> in der Grundbildung in den vergangenen vier Jahren erreicht, dass 1.6 Millionen Kinder eine solide Basis erhielten, mit der sie ihren weiteren Bildungsweg antreten konnten: eine Grundbildung eben. Das zeigt eindr\u00fccklich, dass die Arbeit der Schweiz im Bereich Grundbildung erfolgreich ist. Sie ist auch der notwendige Schl\u00fcssel, damit die Schweizer Investitionen in Berufsbildung und Bildung in Notsituationen ihre Wirkung entfalten k\u00f6nnen.\u00a0<\/span>\u00a0<\/span><\/p>

        \u00a0<\/span><\/p>

        \u201cBildung in Not\u201d <\/span><\/b>\u2013<\/span> der globalen Bildungskrise entgegentreten<\/span><\/b>\u00a0<\/span><\/p>

        Mit den weit verbreiteten Konflikten und im Nachgang zur globalen Pandemie m\u00fcssen wir aktuell von einer globalen Bildungskrise sprechen, nicht nur von \u201eBildung in Notsituationen\u201d. Gem\u00e4ss einem <\/span>UNESCO Bericht<\/span><\/a> vom Oktober 2024 k\u00f6nnen heute 251 Millionen Kinder im schulpflichtigen Alter keine Schule besuchen. Ungleich st\u00e4rker betroffen sind marginalisierte Gruppen: M\u00e4dchen, Kinder mit Behinderungen, Kinder aus abgelegenen Gebieten oder sprachlichen und ethnischen Minderheiten. Es ist f\u00fcr die Schweiz nicht angebracht, bequem darauf hinzuweisen, dass andere Akteure die Grundbildung sicherstellen k\u00f6nnten.\u00a0<\/span>\u00a0<\/span><\/p>

        Das RECI und seine 40 Mitglieder haben sich dazu verpflichtet, dieser Bildungskrise mit vereinten Kr\u00e4ften zu begegnen. Jedoch geraten auch unsere Organisationen durch die K\u00fcrzungen im Bereich Grundbildung unter grossen finanziellen Druck. Das Risiko, dass in der Folge viel Fachexpertise brachliegt und institutionelle und personelle Netzwerke in der Schweiz und weltweit unwiederbringlich zerst\u00f6rt werden, ist gross.<\/span>\u00a0<\/span><\/p>

        \u00a0<\/span><\/p>

        Einsatz f\u00fcr eine wirkungsvolle und koh\u00e4rente Strategie<\/span><\/b>\u00a0<\/span><\/p>

        Wir bitten das Parlament, den Bundesrat, das EDA, die DEZA und die Zivilgesellschaft, sich im Interesse der Schweiz, der Schweizer Bev\u00f6lkerung und der Menschen in unseren Partnerl\u00e4ndern f\u00fcr eine koh\u00e4rente und wirkungsvolle Entwicklungsstrategie einzusetzen, die die langj\u00e4hrige Erfahrung der Schweiz im Bildungsbereich als Ganzes als Mehrwert nutzt.\u00a0\u00a0<\/span>\u00a0<\/span><\/p>

        Die Grundbildung als Basis f\u00fcr jegliche soziale, wirtschaftliche, demokratische und friedliche Entwicklung muss ein zentraler Bestandteil der Schweizer IZA bleiben. Wir bitten alle Akteure darum, sich zusammen mit uns daf\u00fcr einzusetzen, dass dies umgesetzt wird!<\/span><\/b>\u00a0<\/span><\/p>
